"he Certified Application Counselor is responsible for outreach, education, and enrollment to current health center patients as well as community residents regarding their health insurance options under the state insurance exchanges, MO HealthNet, and CHIP. Required Qualifications: Associates degree. 1-2 years’ experience in customer service position. ​ Preferred Qualifications: Bachelor’s Degree. Experience working with Medicaid/Medicare, insurance verification/enrollment, and community outreach. Duties: -Knowledge and demonstration of eligibility and enrollment rules; knowledge of qualified health plan options; knowledge of privacy and security standards. -Completes all required and applicable federal and/or state consumer assistance training; obtaining a license as an enrollment specialist, if required. -Travel between health center sites and service area, when needed. -Conduct “in reach” activities with currently uninsured health center patients and “outreach” to non-health center persons in the health center’s service area. -Help individuals understand and access affordability options (state insurance exchanges, MO HealthNet, and CHIP) following all training guidelines. -Provide information and assistance in a fair, accurate, and impartial manner. -Provide information and assistance in a manner that is culturally and linguistically appropriate to diverse communities and accessible to individuals with disabilities (following CLAS standards). -Provide referrals to any applicable office of health insurance consumer assistance or ombudsman established under Section 2793 of the PHS Act to address consumer grievances, complaints, or questions about their health plan, coverage, or a determination. -Provides education to health center staff at all sites regarding insurance options so that they can assist in educating their patients/clients. -Provides educational materials regarding insurance options to community partners including health departments, hospitals, urgent cares, physician’s offices, and human services agencies and collaborate and coordinate outreach efforts with them. -Deliver presentations to community groups. -Turn in quarterly grant report information. -Represent the health center at health fairs and other events to provide education regarding health insurance coverage. -Assist persons with enrollment in an insurance exchange, MO HealthNet, or CHIP per the agency’s work plan. -Promotes effective working relations and work effectively as part of a team to facilitate the Clinic’s ability to meet its goals and objectives. -Attains to all agreed goals and objectives within specified time frames, as part of the Clinic’s overall mission. -Responsibly follows the Clinic Exposure Control Plans/Bloodborne and Airborne Pathogens. -Demonstrates respect and regard for the dignity of all patients, families, visitors and fellow employees to ensure a professional, responsible and courteous environment. -All other duties as assigned. --We offer competitive salary, benefits (including medical, dental, vision), retirement, PTO, and recognize 9 paid holidays."
